Методика оценки реальной и потенциальной конкурентоспособности регионов Центрального федерального округа Российской Федерации и Республики Беларусь
В ходе исследования с позиции устойчивого развития разработана методика и
обоснованы показатели оценки реальной (современная ситуация) и потенциальной
(возможности развития) конкурентоспособности, характеризующие экономическое,
социальное и экологическое состояние регионов Центрального федерального округа
Российской Федерации (далее – ЦФО РФ) и Республики Беларусь (далее – РБ). Цель
исследования – проведение оценки современного состояния регионов двух стран, по
выбранным показателям составляющих устойчивого развития, на основе данных
официальной статистической отчетности, с учетом условий и факторов,
способствующих и сдерживающих развитие рассматриваемых территорий. Объект
исследования – регионы ЦФО РФ и РБ. Предмет исследования – условия и факторы,
влияющие на формирование конкурентного потенциала, способствующего повышению
конкурентоспособности. Задачи: исследование современного состояния развития регионов
ЦФО РФ и РБ по основным показателям за ряд лет (2017–2021 гг.); определение условий и
факторов, оказывающих благоприятное и негативное воздействие на экономические,
экологические и социальные процессы. Методы исследования: системного подхода,
сравнения, логического обобщения, анализа, динамической и рейтинговой оценки.
Результаты исследований: на основании выбранных показателей в разрезе составляющих
проанализировано современное состояние регионов ЦФО РФ и РБ с учетом факторов
положительного и отрицательного характера; определены направления устойчивого
развития рассматриваемых регионов ЦФО РФ и РБ, способствующие повышению
конкурентных позиций на внешних рынках.

Methodology for Assessing Real and Potential Competitiveness of the Regions of the Central Federal District of the Russian Federation and the Republic of Belarus
In the course of the study, from the perspective of sustainable development, a methodology was developed
and indicators were substantiated for assessing the real (current situation) and potential (development
opportunities) competitiveness, characterizing the economic, social and environmental state of the regions
of the Central Federal District of the Russian Federation (hereinafter referred to as the Central Federal
District of the Russian Federation) and the Republic of Belarus (hereinafter referred to as RB). The purpose
of the study is to assess the current state of the regions of two countries, according to selected indicators of
the components of sustainable development based on official statistical reporting data, taking into account
the conditions and factors that promote and constrain the development of the territories under consideration.
The object of the study is the regions of the Central Federal District of the Russian Federation and the
Republic of Belarus. The subject of the study is the conditions and factors influencing the formation of
competitive potential that contributes to increased competitiveness. Objectives of the study: study of the
current state of development of the regions of the Central Federal District of the Russian Federation and the
Republic of Belarus according to the main indicators for a number of years (2017–2021); identification of
conditions and factors that have a beneficial and negative impact on economic, environmental and social
processes. Research methods – systematic approach, comparison, logical generalization, analysis, dynamic
and rating assessment. Research results – based on selected indicators in terms of components, the current
state of the regions of the Central Federal District of the Russian Federation and the Republic of Belarus was
analyzed, taking into account factors of a positive and negative nature; the directions of sustainable
development of the considered regions of the Central Federal District of the Russian Federation and the
Republic of Belarus have been identified, contributing to an increase in competitive positions in foreign
markets.
