Роль и место науки, образования и информационных технологий в Азербайджанской Республике
В статье представлен анализ развития информационных и коммуникационных технологий, науки и образования в Азербайджанской Республике. Автор рассматривает систему законодательства страны, направленную на развитие этих отраслей. Выявлены основные проблемы законодательной базы; с учетом этих проблем был проведен анализ статистической отрасли. В процессе анализа автор предлагает использовать индексы эффективности инвестиций в науку и образование. Основываясь на результатах и прогнозах, автор дает рекомендации по разработке долгосрочной стратегии развития Азербайджана.
Главная задача статьи состоит в том, чтобы связать инвестиции в НИОКР и результаты инновационной деятельности в стране. Новизна статьи заключается в развитии предложенных показателей, в постановке вопроса о разрыве связи между наукой и образованием и развитием ИКТ в Азербайджане. Основным результатом исследования является разработка основных принципов долгосрочного планирования в сфере ИКТ, науки и образования в Азербайджане. Ключевой вклад статьи заключается в предложении системы развития человеческого капитала в Азербайджане, способной изменить текущую сложную ситуацию вокруг нехватки квалифицированных кадров в стране ИКТ.

Role and Place of Science, Education and Information Technologies in the Republic of Azerbaijan
The article presents an analysis of the information and communication technologies development, science and education in the Republic of Azerbaijan. The authors consider the country’s legislation system, directed to these industries development. The main problems of the legislative framework are identified; taking into account these problems, a statistical industry’s analysis was carried out. In the analysis process, the authors suggested to use the investment performance indices in science and education; having based on the results and forecasts, the authors offer recommendations which should be used as the basis for developing a long-term development strategy for Azerbaijan. The major challenge of the article is to connect the investments in R&D and the results of the innovative activities in the country. The article’s novelty lies in the development of the proposed indices, in raising the question of breaking the connection between science and education and the ICT development in Azerbaijan. The main result of the research is the development of the long-term planning fundamental principles in the field of ICT, science and education in Azerbaijan. The key contribution of the article is the proposal of the system of human capital development in Azerbaijan, which is capable of solving the current difficult situation around the lack of qualified personnel in the country ICT.
